LEVIES
NZCGI's research and development programme is funded through grower levies. The current levy rates are:
MANDARIN Satsuma Mandarins: 0.5 cents per kilo (compulsory) Other Mandarins: 0.5 cents per kilo
ORANGE & TANGELO Navel Orange: 1 cent per kilo (compulsory) Other Oranges: 1 cent per kilo Tangelos: 1 cent per kilo
LEMON, LIME & GRAPEFRUIT Lemons: 2 cents per kilo Limes: 2 cents per kilo Grapefruit: 2 cents per kilo
Members of NZCGI agree to pay voluntary levies on the citrus fruit they sell, while both members and non-members are required to pay a Commodity Levy of 0.5 cents per kilo on all Satsuma mandarins (other than those sold for processing) and all navel oranges (other than those sold for processing). The Commodity Levy for Satsuma mandarins came into effect on 1 May 2003, and it is a legal requirement that this levy be paid. Satsuma mandarins are defined as Miho, Miyagawa, Aoshima, Kawano, Silverhill, Okitsu, and Ishikawa.
The Commodity Levy for navel oranges of 1 cent per kilo came into effect on 29 June 2006, and it is a legal requirement that this levy be paid. Navel oranges are defined as Autumn Gold, Bahianinha, Barnfield, Brown, Carter, Carter Sport, Frost Washington, Fukumoto, Lane Late, Late Navel, Manutuke Late, Navelate, Navelina, Newhall, NSW Navel, Parent, Powell Late, Robertson, Stunt-free Navel, Summer Gold, Washington, Cara Cara, and Johnson.
For the purpose of ascertaining compliance with the Satsuma mandarin and navel orange Levy Orders a collection agent must, in each levy year, keep records of:
the name of the grower and purchaser,
the quantity of Satsuma mandarins purchased for sale or export,
the quantity of Satsuma mandarins sold or exported on behalf of growers, and
the amount of levy collected and paid to NZCGI.
For auditing purposes and the reconciliation of all levy payments, NZCGI requires a summary of records outlined in items 1 to 4 above.
A collection agent must also:
retain the records prepared for at least two years after the date of payment to NZCGI, and
for the purposes of determining the amount of levy payable, provide NZCGI with a copy of those records.

Product group levy rates 2011 / 12
Product group levy rates were voted on at the 2010 NZCGI AGMs, and all product group levy rates will be unchanged in 2011 / 12.
The levy rates for 1 April 2011 to 31 March 2012 are:
Mandarins: 0.5 c / kg
Lemons, limes and grapefruit: 2 c / kg
Oranges and tangelos: 1 c / kg
Processed fruit (all varieties): 0.3 c / kg
Navel oranges and Satsuma mandarins have Commodity Levies in place, so growers are legally required to pay these levies on all fruit sold (except if sold for processing). All other levies are voluntary – these fund essential research and development work, but growers who are not members of NZCGI are not obliged to pay.
